When one risks (wagers) anything at a game for the hope of a greater return
it is gambling. Period.
That's why they call it a "game of chance".

The simple fact is, one of the primary reasons that "good" play is so profitable over time, is that so many casual players continue to believe that poker is "a game of chance".
